AEPS Task Force on Sustainable Development and Utilization:US Misrepresenting its Own LawsThe US Marine Mammal Protection Act has never prohibited imports of marine mammals [products], stated the US representative at the meeting of the AEPS Task Force on Sustainable Development and Utilization in November 1995. The existing legislation, however, shows that a general ban is, in fact, in force.US attorney Richard Parson, has delivered a report commissioned by the High North Alliance evaluating the above statement. The report concludes that the statement is inaccurate and extremely misleading. In the early eighties Parson was involved in the drafting of the MMPA in his capacity as an attorney for the National Marine Fisheries Service. Parsons report goes through the provisions of the MMPA with regard to the import of marine mammal products and discusses the possible scope for achieving exemption. His conclusion is that the waiwer process is virtually unusable. The report cam be obtained from the High North Alliance. | |
