A panel of Scientists appointed by the US Nattional Marine Fisher-ies Service has conducted an independent scientific review of the International Whaling Commission’s Revised Management Procedure.

The report says: “At the heart of the Revised Management Procedure is the Catch Limit Algorithm ... The Catch Limit Algorithm appears to be robust and conservative in meeting the stated goals ... the panel concluded that provided the required protocol of implementation trials and reviews are followed, the Catch Limit Algorithm can safely be used for a short period of time (at most 20 years) after which a thorough review will be needed ... The panel recommends that additional robustness trials be made as part of the implementation process.”
